PARAPHRASE TELEGRAM from the Governor of Hong Kong to the Secretary

of State for the Colonies.

Dated 20th February.

I discussed this question to-day with Lampson who is now visiting

me.

He agrees the office should now be closed. We can expect

no action by the Chinese authorities and definite action by

ourselves is therefore necessary.

I propose subject to your approval to notify Lau that I

cannot allow him to function in Hong Kong as superintendent of

the telegraph Office any longer and that he must vacate the

premises immediately and hand over to Electrical Engineer Hong Kong

Public Works Department who will act temporarily as Custodian.

I will then try to arrange for the Eastern Extension Telegraph

Company to assume control of this office under a working arrangement

with Canton authorities. Bovernment wireless stations at each

end will meanwhile handle telegraph messages between Canton and

Hong Kong.
